Background:

Professor Cioffi is available to discuss post-crisis financial reform. He argues that the focus should be on progress and resolution in five areas: 1. Rules to address the "too-big-to-fail" problem of increasingly huge, systemically vital, and dangerously unstable financial institutions. 2. Regulation of the broader "shadow banking system" to reduce systemic risk as a whole, which must go beyond TBTF institutions to include, e.g., hedge funds and private equity funds. 3. Stringent regulation of derivatives and construction of regulated markets on which to trade them. 4. Creation of a strong, independent consumer financial protection agency--outside of the Federal Reserve. 5. Corporate governance reforms proposed by the SEC and included in draft legislation to strengthen shareholder voting rights and oversight over corporate managers, including those in the financial sector.

Recognitions:

Professor Cioffi joined the UCR faculty in 2001. His research interests include: law and political economy (American and comparative); comparative corporate governance; comparative public law and regulation; comparative political economy; and legal and regulatory reform. He has taught American constitutional law (federal structure and powers, civil liberties, and criminal procedure), regulation and regulatory politics (American and comparative), comparative political economy, and law and policy in the digital economy. He holds a J.D. from Rutgers School of Law-Newark.

Outside Activities:

Professor Cioffi has received numerous grants in support of his research including a National Science Foundation Dissertation Grant. His research has appeared in Law & Policy, Journal of Law and Society, and American Journal of Comparative Law. Prior to his academic career, Professor Cioffi was a law clerk to U.S. District Court Judge Dickinson Debevoise and practiced law with the New York law firm of Debevoise & Plimpton.
